NOTICE OF PUBLIC HEARING

2009-0565

NOTICE IS HEREBY GIVEN that the Metropolitan King County Council will hold a public hearing in the King County Council Chambers, 10th Floor, King County Courthouse, Seattle, Washington on Monday November 9, 2009 at 11:00 a.m. The purpose of this hearing is to consider adoption of Proposed Ordinance No. 2009-0565, which will adopt the 2010 King County Capital Improvement Program (CIP). The CIP becomes the capital facilities component of the King County Comprehensive Plan and is adopted as an amendment to the King County Comprehensive Plan. The 2010-2015 King County CIP, as adopted by the County Council, will satisfy the Growth Management Act requirement to provide a six-year plan that will finance capital facilities within projected funding capacities and clearly identify sources of public money for those capital facilities.

 SUMMARY

The 2010-2015 CIP calls for capital outlays of about $2.65 billion over the next six years. A total of approximately $809.8 million is proposed for 2010, including approximately $141.5 million for 2010-2011 Transit expenditures, $54.3 million for Solid Waste, $96.5 million for Wastewater Treatment and $257 million for the Roads Division. A transfer from Transit’s CIP to operating fund is proposed at $66.7 million and $193.7 million is for other county projects.

The Capital Improvement Program Budget is divided into five program categories:

1 The Law, Safety, and Justice Program includes capital improvements to facilities housing the operations of the King County Superior Court, King County District Courts, the King County Prosecuting Attorney’s Office, the Department of Adult and Juvenile Detention, and the King County Sheriff’s Office.

2 The Mental and Physical Health Program includes capital improvements to Harborview Medical Center, public health clinics, and alcoholism and drug treatment facilities.

3 The Physical Environment and Resource Management Program includes capital improvements for solid waste, flood hazard reduction and river maintenance, surface water management, agriculture and forest preservation, conservation futures acquisitions, open space acquisitions, parks, and wastewater treatment facilities.

4 The General Government Services Program includes capital improvements for King County facilities, as well as technology improvements.

5 The Transportation Program includes CIP projects for the transit system, county streets and roads, and the King County International Airport.
