Ordinance 18459

 

NOTICE IS HEREBY GIVEN, that the Metropolitan King County Council adopted Ordinance 18459 on February 27, 2017.  King County provides this notice of adoption and enactment pursuant to RCW 36.70A.290(2)(b).

 

SUMMARY

Ordinance 18459 relates to the King County transportation concurrency management program, adopting a new travel shed boundary map and a new transportation concurrency test results map.  The test results map identifies which travel sheds throughout unincorporated King County pass or fail the concurrency test, as measured by travel time standards applied to principal and minor arterials. A proposed development must be in a passing travel shed as an initial step in the project development process, or must qualify for level of service F.  The new concurrency test results map was generated using travel time data collected in spring 2016 and applied to travel speed level of standards established in the King County Comprehensive Plan.  The new maps replace the current maps adopted in January 2013.

 

Ordinance 18459 amends K.C.C. 14.70. Among the changes are: added language directing that the concurrency system address the urban and rural nature of the county, the deletion of language that applies the concurrency test to certain State Highways of Statewide Significance and addresses monitoring of collector arterials; and elimination of the concurrency expert review panel.
