Background and past strategic technology plans

Executive summary:

In May 2002, the county received the report Navigating the Future: King County Strategic Technology Plan 2002 under a contract with the consulting firm of Moss Adams, LLP. The Guiding Principles from the report were endorsed by the County Council on July 29, 2002 (Motion #11482). Given the county's fiscal crisis, an alternative approach to implementing the consultant's recommendations and achieving the benefits outlined by the consultant was developed. The alternative approach was endorsed by technology governance as the revised King County Strategic Technology Plan 2003-2005 and was endorsed by the County Council on March 3, 2003 (Motion #11660).

Beginning in January of 2005, technology governance began work to update the 2003-2005 revised plan. A draft of the King County Strategic Technology Plan 2006-2008 was developed and reviewed by the Business Management Council and Technology Management Board in May 2005. The updated plan contains 18 objectives that map to the four IT Goals set forth in the 2003-2005 plan. In their July 20, 2005 meeting, the county's Strategic Advisory Council reviewed and endorsed the updated Strategic Technology Plan, with one member abstaining from the endorsement, conditioned on the inclusion that the plan is adopted and shall be interpreted to preserve the operational autonomy of the separately elected offices. The plan was endorsed by King County Council on April 24, 2006 (Motion #12274).

On June 15, 2009, King County Code 02.16.755 was amended with a requirement to update the strategic technology plan (Motion #2009-0222) annually. The first annual update was provided to County Council on May 6, 2009.

Efforts to refresh the 2006-2008 plan began in April 2009. A comprehensive review of various county planning documents contributed to aligning the strategic technology plan with the business directions and needs the plan is intended to support. County departments and agencies had the opportunity to provide feedback on the goals, strategies, objectives, and outcomes included in the plan. A draft of the King County Strategic Technology Plan 2009-2012 was developed, and reviewed by the Business Management Council and Technology Management Board in August 2009. The King County Strategic Advisory Council will review the draft for endorsement in September 2009.
