Strategic services About OIRMOverview:The Office of Information Resource Management is chartered to ensure a common technology vision, planning and oversight of information technology management in the county. Its roles in carrying out this responsibility include: - The development of an information technology strategic plan, with annual updates, to establish objectives for information technology investments in the County;
- Recommending for funding those information technology investments which best achieve the established objectives; and
- Developing guidelines for the management of information technology projects, and then monitoring project implementation to assure projects stay on track.
The Office of Information Resource Management will also work cooperatively with every county agency/department to establish a strategic direction for the county's information technology operations and investments. The strategic direction established for information technology must be aligned with the business goals and plans of all county agencies/departments as well as the County Council's policy directions as established through legislation. Alignment of technology plans with business plans and policy goals will ensure that the county gets the greatest return on information technology investments.
Mission statement:To identify, promote and facilitate innovative and effective information technology management countywide.
Vision statement:All County information and information-based services are cost-effective, easy to access and use by the public, by private companies, and internal staff through web-based technologies with appropriate security and privacy controls.
Chronology:The Office of Information Resource Management (OIRM) along with a County Chief Information Officer position was established in December, 2000 (KCC 2.16.075G). The inception of the OIRM was July, 2001 when David Martinez was confirmed as the King County Chief Information Officer by motion #11235. At the same time, the Technology Governance Structure was approved in ordinance #14155.
