Hugh E. Taylor
Corporate CIO and Sector Vice President Northrop Grumman Corporation
Hugh E. Taylor is chief information officer for Northrop Grumman Corporation. In this role, Mr. Taylor leads the company's IT strategy, ensuring IT investments align with company goals. He also provides direction as the IT organization partners with customers and suppliers on innovative solutions that build top-line growth and bottom-line efficiencies for the company. His financial accountability represents more than $1 billion in IT assets, processes, and personnel.
In his previous role, Mr. Taylor served as president of the Commercial, State and Local group within the Northrop Grumman Information Technology sector. The group is a leading provider of IT solutions and services to state and local governments and private industry, focusing on meeting customer needs in the areas of information technology outsourcing, human services solutions, and public safety/homeland security. The Commercial, State and Local group is also Northrop Grumman's center of excellence for managed IT services, providing data center services; desktop services, network and security management, and help desk services in partnership with other Northrop Grumman IT groups to assist federal and international customers, as well as meeting Northrop Grumman Corporation's internal IT needs.
Under Mr. Taylor's leadership since its formation in 2004, the Commercial State and Local group experienced profitable double-digit organic sales growth each year, and won high-profile contract awards in systems integration and outsourcing services. These include contracts to design, implement and maintain New York City's public safety broadband wireless network; to integrate and maintain the biometric system that supports law enforcement agencies throughout the United Kingdom, and to provide IT outsourcing services throughout Virginia in an innovative public/private partnership with the Commonwealth.
Mr. Taylor also served as president of the Commercial Information Services business unit of Northrop Grumman for four years. He was promoted to president after serving as that unit's vice president of Operations and Sales during a period of significant expansion and growth. He joined Northop Grumman in 1983 and has held executive positions in both general and financial management throughout his career, including controller and chief financial officer for the commercial business unit.
Mr. Taylor has received many honors throughout his career, most recently being recognized at the 2007 Black Engineer of the Year conference, receiving an award in Technical Sales and Marketing. This award acknowledged his exceptional leadership in the development, marketing and sale of cutting-edge technologies. He was also included on Black Engineer of the Year's annual list of the 100 Most Important Blacks in Technology in 2007. Mr. Taylor holds a bachelor's degree in business administration from Marist College, Poughkeepsie, N.Y., and is a graduate of Northrop Grumman's executive management and leadership development programs.
