The King County Office of Cable Communications (OCC) was established in 1986 to negotiate, monitor, and enforce the rules set forth in the cable television franchises held by cable TV companies operating in unincorporated King County (outside city limits). OCC collects a franchise fee of 5% of gross revenues from the cable companies for their use of the county's rights-of-way. $3.5 million in franchise fees was collected in 2008 and deposited into the county's general or CX Fund. OCC also assists cable subscribers in resolving complaints and answering questions regarding their cable service.
