The Business Resource Center (BRC)

The BRC is a division within the Department of Executive Services (DES) and is responsible for providing the functional and technical support for the enterprise business systems implemented in early 2012 by the Accountable Business Transformation Program (ABT) which include:

• PeopleSoft Human Capital Management, Time & Labor and Payroll system
• Oracle E-Business Suite (EBS) Financial system
• Hyperion Budget system

The Business Resource Center strives to provide stable and efficient systems that continue to meet future county needs and that:

• Align with and support the County’s strategic priorities and policy goals
• Improve service efficiencies for business owners and customers
• Provide responsive and flexible support to customers who in turn serve King County citizens
• Seek continual process and system improvement
• Measure performance and achievements

There are four broad areas of support provided by the BRC as illustrated in the graphic below. Those are User Support, Operations Support, Technical System Support and Systems Enhancements and Upgrades.

The Business Resource Center is led by Mike Herrin, the BRC Director. The organization’s structure is based on the Gartner Group’s Competency Center model which combines the management, functional and technical resources required to support these enterprise systems in one central organization. One of the main strengths of this model is that the functional and technical resources work directly together to support the users and solve the complicated system and business process issues that are often associated with enterprise systems. The BRC also supports the Enterprise system “Roadmap” and strategic planning for the County.
