1.0 SUBJECT TITLE: King County Records Classification and Coding System (RCCS)

2.0 PURPOSE:

2.1 To establish a standardized system for classifying and coding King County's records. The RCCS, Records Classification and Coding System, is a functionally-based system used for the King County standardized filing system, the Policy/Procedure Manual/Index System, and the Records Retention and Public Disclosure Outline.

3.0 ORGANIZATIONS AFFECTED: All Executive Departments, Offices and Agencies.

5.0 DEFINITIONS:

5.1 "Primary Codes" are three-letter codes which represent the twenty-nine major functions of King County. These primary classification codes identify basic and permanent activities of King County. They do not reflect current organizational units. Each Primary Code is subdivided into a set of Secondary Codes. Taken as a unit, the Primary and Secondary Codes form the Records Classification Code (see Appendix 9.1).

5.2 "Secondary Codes" are the numeric structures within each primary classification. Each secondary code represents a specific function within its primary classification. For the purpose of the Policy/Procedure Manual Index, the first six secondary codes are not used (see Appendix 9.2).

5.3 "Policy/Procedure Manual System" is a system outlined in Executive Policies INF 7-1-1 A-H (AEP) to establish a uniform, County-wide system for the development and maintenance of rules, policies and procedures. Documents within the Index System are numbered & arranged using the Records Classification Coding System (RCCS).

5.4 "Records" refers to Public Records, which include any writing containing information relating to the conduct of government or the performance of any governmental or proprietary function, prepared, owned, used or retained by any state or local agency regardless of physical form or characteristics.

5.5 "Retention Outline" refers to the list of all King County records series and retentions (as authorized by State Disposition Authority) organized according to the RCCS, originally distributed in 1984 as the Records Classification and Retention Outline, now referred to as the RRPD (see 4.2).

6.0 POLICIES:

6.1 The records of King County shall be maintained in a way that ensures: complete documentation for all of its policies, operations and transactions; a standardized system of access; and efficient use of county space and resources.

6.2 The Records Classification and Coding System (RCCS) shall be the official and mandatory classification and coding system for all county records.

6.3 All changes to the RCCS will be approved by the Records & Elections Division, Records Management Section.

6.4 The RCCS shall include two hierarchical levels of breakdown. The first, or primary, classification will be based on a function. The second, or secondary, classifications will further define the primary functions.

6.5 The primary and secondary classifications which make up the RCCS shall be those listed in Appendices 9.1 and 9.2.

7.0 PROCEDURES:

Action:

7.1 Receive a record, policy, procedure, or other information which requires use of the Records Classification and Coding System.

7.2 Determine the primary functional classification by referring to the RCCS primary codes (see Appendix 9.1). Assign the primary classification based on what the records are used for, rather than on who created them. For example, the primary function of a budget document is Budget (Primary Code BUD) whether it was created by the Personnel department or by Public Safety.

7.2.1 If a document appears to cross functional lines and fit into more than one category:
(a) Refer to the Records Retention and Public Disclosure Outline (RRPD) for examples of other Records Series; OR

(b) Determine the best fit into a primary classification and document this decision for all future coding. For example, interlocal agreements might be filed under Contracts and Agreements (CON) or under Intergovernmental Relations (IRG) . Determine one place or the other, write it down and follow it; OR

(c) Contact the Records Management Section for advice.

7.3 Determine the Secondary code by referring to the breakdown,under the chosen Primary classification. (See Appendix 9.2.)

7.3.1 If the document being coded is a Policy/Procedure for the Policy/Procedure Manual System [see INF 7-1-1 (AEP)], do not use secondary codes 1 through 6. These secondary codes refer to specific types of records, not functions.

7.4 Combine the alphabetical code which represents the Primary Function Code with the numeric Secondary Code to create the Alpha-numeric RCCS. (For example, INF 7 repesents Information Management - Directives.)

8.0 RESPONSIBILITIES:
8.1 The Department of Executive Administration, Records Management Section, is responsible for maintaining the Records Classification and Coding System, and for authorizing all changes to the system.

8.2 All Department Directors, Division Managers and Agency Heads are responsible for ensuring compliance with the RCCS for all systems requiring its use.
