1.0 SUBJECT TITLE: Energy Efficiency, Conservation, and Cost Savings


    2.1 To establish County Energy Policy and Task Force to oversee implementation. The policy advocates using energy efficiently, reducing King County energy costs and benefiting environmental quality through:
      a. Ensuring that new and existing County facilities are designed, maintained and upgraded, as required, to be energy efficient based on life cycle evaluations.

      b. Where practical, negotiating favorable rates for electric power, natural gas and liquid fuel for County facilities, prioritizing those efforts toward maximum benefit at high use facilities.

      c. Developing cost-effective alternative energy sources or fuel forms.

      d. Implementing and maintaining energy conservation efforts within County facilities and operations.

      e. Monitoring energy policy, development and supply markets for their effect on present and future energy costs.

      f. Utilizing recycled products when practical and promoting waste reduction.

      g. Ensuring reliable supplies of essential energy forms to meet operating requirements.

      h. Exploring partnership arrangements with other local jurisdictions and/or private businesses to gain access to improved power rates


    Departments of Natural Resources, Stadium Administration, Transportation, Construction and Facilities Management, and Parks and Recreation.


    4.0 REFERENCES: All applicable federal, state and local laws (including but not limited to the King County Code), ordinances, regulations, rules, guidelines, plans and policies now existing Or hereafter amended (including, but not limited to KCC 2.96.040(B)(C), 10.08.080, 10.14.010 et seq., 10.16.010 et seq., 10.22.035, 18.04.010, 18.08.010 et seq., 18.12.010 et seq., 18.16.010 et seq., 28.94.080, RCW 39.35.010, RCW 39.35.020, RCW 39.35.040, RCW 43.19A.030, RCW43.21F.01, RCW 70.94, and RCW 70.95.010).


    5.1 Cedar Hills Landfill: Major King County solid waste disposal site.

    5.2 Cogeneration: The production of electric energy plus steam, heat or some other form of thermal energy from a fuel source.

    5.3 Deregulation: Act of reducing or eliminating regulations now guiding the electric power industry resulting in a variety of new power purchase and distribution options for customers.

    5.4 Electric Power: Power typically produced and supplied by utilities to customers such as King County. Electric power can be generated by use of hydraulic forces of water at dams, by burning fuels such as gas, coal and oil, or by renewables such as wind and solar energy.

    5.5 Energy Conservation: Saving quantity of energy consumed by applying new technology or changing management practices.

    5.6 Liquid Fuel: Gasoline or diesel fuel used in vehicles or other internal combustion engines.

    5.7 Local Utility: Producer, distributor or supplier of electric power and/or natural gas or steam.

    5.8 Methane (or Bioigas): A type of hydrogen rich gas produced by decay of organic material at landfills and during digestion of solids at wastewater treatment plants.

    5.9 Natural Gas: Hydrocarbon based liquid or gaseous fuel used for a variety of different uses including space heating, powering engines, etc.

    5.10 Wastewater Treatment Plant: Major public facility designed to treat wastewater flows from residential and industrial customers. Renton and West Point Treatment Plants are the two largest plants in the region.


    6.1 To provide support and education service to Executive, Council, and other County Departments a standing task force will be created. This task force will develop recommendations for reducing the County's energy costs, monitor energy markets trends, and implement the County's energy policy, including the following:
      6.1.1 Develop and maintain an inventory of County facilities' annual energy consumption, utility/fuel costs, and need for back-up power sources for critical services. Reporting annually on energy utilization and identifying conservation/fuel switching or alternate supplier options for all County facilities.

      6.1.2 Monitor current rates from local utilities to identify options for better rates or alternative providers for greater potential utility cost/fuel switching savings. Informing the Executive, Council and management of power market options for purchase of electricity and liquid fuels.

      6.1.3 Recommend whether or not to enter into power rate negotiations with the present suppliers for major County energy users. Review alternatives and recommend whether or not to pursue financial instruments for major facilities now tied to adjustable rate schedules, or alternatively, for all major County facilities. Assess the feasibility of bundling the energy usage of all County departments/divisions to take advantage of economies of scale and possible lower rates for larger customers.

      6.1.4 Researching new technologies for generating on-site power, providing back-up power, and for conserving energy at County facilities and in County operations. Determine the feasible uses of biogas/methane produced at County facilities, including conversion to natural gas, electricity, alcohol and ammonia from the Cedar Hills Landfill and the cost/benefits of developing those uses. If current development is not cost-effective, recommend the market conditions at which development breaks even and monitor. Continuing to monitor technical feasibility of alternative uses of methane and other potential materials as fuels or recyclable materials.

      6.1.5 Perform an engineering evaluation for selected County facilities to determine future application and need for innovative technologies affecting power generation, gas scrubbing, and power reliability. Review work already performed at other County facilities to identify opportunities for new technology development, for reducing waste and for minimizing environmental impacts. Recommending energy efficient equipment and designs for County facilities, processes and operations.

      6.1.6 Maintain technical expertise sufficient to advise County staff and management about the electric power, natural gas and liquid fuels markets, and options for reducing rates. Assign responsibilities to existing staff to remain knowledgeable about research innovations in efficient building design, energy conservation and alternative energy sources. Supporting technical reviews of existing or proposed processes for efficiency improvements in transportation, wastewater treatment and solid waste management. Hire consultants with a proven track record in the use of energy efficient technology.

      6.1.7 Reviewing funding requests relating to energy initiatives. Identify areas where lower rates may have an immediate positive impact on the operating budget.

      6.1.8 Monitor regulatory issues that may have impacts on energy pricing and related policies. Recommend department/County approaches to potential regulatory changes.

      6.1.9 When energy-consuming assets are replaced or renovated, the new asset will be as energy efficient as practical.

    6.2 The staff/management task force will hire and manage consultant contracts in areas where specialized expertise is required.

    6.3 Recommendations to be implemented over the next 10 years.




    8.1 Task Force members will be assigned from the affected departments. The Task Force will report to a project manager assigned from the Executive Office. The Task Force will be responsible for making recommendations to the Executive Director for those items identified in Sections 2 and 6 of this Policy document.
