1999 Area Report Summaries
A summary of how residential and commercial property assessed values were determined this year is provided in the following Area Report Summaries. These values will be used in determining the
amount of taxes due in 2000.
Area Report Summaries are being added to this web site as they are finalized. When all are completed, there will be reports for residential and commercial specialty
type properties throughout the county.
Over four years ago, King County Assessor Scott Noble adopted the practice of using at least two years of sales to remove speculative value from the
basis for property taxation. This sales information and how it is used to determine assessed value is covered in the reports. The reports intend to meet the requirements of the Uniform Standards of
Professional Appraisal Practice (USPAP), Standard 6. The reports show how assessments were done and what sales were used.
The reports provided here are summaries only. The full reports are
available in the Assessments Public Information area. Definitions of residential building grades and conditions (.PDF)
also are provided.
As this year's reports will show, appraisers are analyzing representative sales occurring in 1997 and 1998 to determine a January 1, 1999 value for taxes due in 2000. County appraisers are
finding the residential real estate market continues to be active. Overall, it is anticipated valuation increases will be similar to last year, averaging about 10%.
For taxes due in 2000, property tax rates for existing tax levies will likely decrease and voted tax measures are not expected to approach the 20% increase of 1999. Final property tax rates
for 2000 won't be established until December 1999, after all property tax ballot measures are decided and taxing districts have set their budget requirements.
